Default disc brakes questions

i plan to change all the pads on all four wheels but im wondering (due to budgets)if the rear brakes are less of importance than the fronts .so do all four discs brake evenly?or is the pressure distributed to all 4 equal or do the fronts get more ?im trying to figure out if just changing the fronts will do ,my brakes arent bad its just since ive had the zr2 i havent changed them .trying to save money but willing to do all 4.and the bilstein shocks i plan to change out all 4 as well and my question here is if anybody knows or recommends something less expensive but good for the zr2.and i know i need fronts because i bounce the zr2 and it shakes at least 3times up down, but the rears its hard to say if theyre urgent or good enough.will anything other than the bilstein do,and can i just change out the fronts? anything can help, thanks

The front brakes do most of the work....if your rears are fine do your fronts for sure...all four would be best if you need them.
the shocks will def affect your braking as well. Shocks i would think should be done in pairs at least.
