How to disconnect the diff lock cable 97 S-10 Blazer

Default How to disconnect the diff lock cable 97 S-10 Blazer

Hello I have a 1997 S-10 Blazer.
I replaced the vacuum thing, tried to pull on cable no luck. It looks all rusted up decided not to go any further, how do I disconnect the cable in the front axle. Does the wheels have to be off the ground. I ran it up ramps. Also do I need to drop axle to replace gaskets and seals. It leaks.
