I understand that a rough country is just a t bar crank and a shckles but how would I go about getting my blazer more level in the front if i put 2 in shackles on the rear? that would be 3+ inches I would have to make up for

anytime you raise the center of gravity the risk of rollover increases, drive smart and you got nothing to worry about. Also many people get rims with less backspacing which gives the truck a wider stance and helps to offset the center of gravity issues related to a lift but nothing will do more to avoid rollover than driving smart (don't take turns at high speeds for example)

you have to lift it in order to get the rims with less backspacing because they stick out further and at stock height the tires on your new rims will rub your fenders. I had my blazer lifted with stock rims for a couple months it wasn't that big of a difference when I got my new rims
