I would try to see what it does with that rigging of yours. Is it pulling the cable at all?
Figure out why it is not working. From the pictures it would seem to me that the idea in general looks solid. The mounting is kind of "odd" and there seems to be something wrong with that washer and the spring.
If I'm correct the spring should push the cable back in to "dis-engage" the front differential (make it 2WD). The application of vacuum via the switch will pull the cable and engage the front differential (make it 4WD). Eventually your 4x4 is already permanently engaged.
If you cannot figure it out you may unhook the cable from the actual rigging. Then make sure the cable does not pull out of the front differential (The system is similar to bicycle brakes - a cable in a sleeve). Give the internal cable a pull with a pair of pliers. Not sure about how far it should pull that would be something to figure with the proper manuals. The trouble may be that the front axle should be turning slightly, so it may be necessary to lift the Blazer "safely" in order to be able to play with it.
BTW the factory service manuals may be available in aftermarket parts stores i.e. rockauto.com.

If it is working sometimes, just figure out why it is not working correctly. Might just be that it requires cleaning and lubrication. Fix that spring washer and check all the vacuum connections elsewhere. If at another location in the engine bay vacuum hose is damaged it may loose enough vacuum that sometimes it cannot pull it enough to engage the 4x4.
