Power Steering Dilema

Hello all.. I've been having some issues with my power steering. It all started Thusday.My wife usaully drives the Blazer. Water pump went out in it. Her uncle replaced the water pump. I noticed a noise that I though was coming from the power steering pump.The end play on the shaft seemed excessive to me so I replaced it. The awful noise was still there.Turned out to be loose bolts on the fan pulley. Now the noise is gone and the power steering isn't working. I thought I may have got a bad pump from the parts store so I went back and exchanged it. So now, I'm on the second new pump with no power steering. I checked the valve in the pump and it seems to be fine. It is not sticking or anything like that. With the Blazer jacked up I tried running the wheel from lock to lock for a while with no luck.Fluid is definetly circulating, just no pressure.
Any ideas?

Welcome to the forum, your problem is you are bleeding the system with the engine on. You need to raise the front wheels off the ground like you have done, and turn the wheel from lock to lock AT LEAST 20 times...(that's 40 motions) with the engine OFF and the P/S cap OFF of the resevior.
