Default Steering loose

I recently bought a 99 BLazer 2DR, and it flunked inspection because the steering is loose, something which i had not noticed (Note: This is my first car so i have nothing to campare it to). I checked my power steering fluid, which was basically empty, but according to my stpdad that would merely make the steering tighter. What could be the cause of the looseness?
