Default Steering loose

I recently bought a 99 BLazer 2DR, and it flunked inspection because the steering is loose, something which i had not noticed (Note: This is my first car so i have nothing to campare it to). I checked my power steering fluid, which was basically empty, but according to my stpdad that would merely make the steering tighter. What could be the cause of the looseness?

is there a lot of play in ther steering wheel, like you can move it back and forth a little bit and you keep going straight?
