Default Thumping in tire

I have a 96 blazer. Im getting a thumping noise at all speeds above 25mph in the front passenger tire. Thought maybe a broken belt or unbalanced tire so took it in to get re balanced and the noise is still there. I recently had upper ball joints and outer tie rods put on and also got an alignment and the noise is still there. Any ideas what this could be? Its getting really annoying. (wheel bearing seems fine but the cv boot does have a crack in it)

no broken belt. think there could possibly be a flat spot in the tire? Maybe I should try rotating my tires???
