Default Transfer Case stuck in neutral

I have a 2002 Chevy blazer with the 4 button 4x4 switch NP8/NP 236 transfer case that I just replaced the encoder motor on. After replacing it the blazer won't shift out of neutral. When I push the buttons for a different selection I hear the motor try and turn and it buzzes it doesn't successfully change gears. I've already tried replacing the atc and 4wd fuses, pulled atc fuse and waited 30 min and cycled ignition 5 times and tries again with no avail. I haven't had the truck scanned professionally yet since I have a basic innova scanner that won't pick up codes. Fluids are filled on the t-case so idk what the issue could be. Any ideas before I buy a new TCCM?

Try removing the encoder motor.
Check it for proper seating on the shaft

The shaft should be accessible.

Not sure about the new ones, but as it is electronically controlled I guess there has to be some learning when removing the encoder motor. Have there been instructions?

I guess, when you say that you can hear the motor turn, it does not properly engage the shaft. One would need to know how to properly set it.

This could be helpful
