Default vacuum switch

Ok guys...I checked the actuator and it's good...so I pulled the hose up and put the battery back in and started the truck had the wife put in in 4-wheel high and lowto seeif there was vacuum at the line...Nothing...So would the vacuum switch be causing this if it's seized up...And if it is bad then is taking the front drive shaft off the best way to get to the switch.
