My stock wheels have tons of water marks that wont come out and small scratches. ahoe csn ai remove these without removing them from the car?

 

Try some "Mothers Polish" and buff them out, not all will come out, but some might. Also the water spots might not be water spots, they could be where clear coat is starting to come off, depending on where the marks are at. Mothers makes an aluminum polish if you have aluminum wheels that works really well. If all else fails, sand them down and paint them with Rim paint.
