Default Heater Stuck on Floor setting

Anytime I turn me heat on no matter what setting it stays on floor for some reason. Today we got freezing rain and snow so i tried to turn it on defrost but it stayed on floor. And when it's on high you can hear it but to me it seems like its not blowing that hard. How can I fix the heater problem or check it and in a way it doesn't bother me that much cause usually when I have the heat on its on floor anyways but when the windsheild is all foggy and I can't see out of it.

Is that to fix the blower or the heater switch?

It's to fix the mode control doors so you can direct the air to defrost or floor.
Listen under the dash for vacuum leaks, check for loose vacuum hoses at the heater box behind the glove box, you may need to remove the heater control unit in your dash to check the back of it for loose vacuum hoses.

My '92 has the same problem. The bracket that connects the vacuum solenoid to the flap that cuts off the floor vents is broken. I haven't figured out a way fix it and have not searched for a replacement part. I just popped bottom off the floor vent and stuffed in a rag for now.
