Not too sure on the EGR valve location on your '94 CPI, but on my '00, it is right up front smack dab in the middle and is about the size of a soda can.
The pitman arm is located on the bottom of the steering box and requires a puller to remove. Are you having some steering slop issues?

The idler arm would cause a 'disconnected' feeling while driving... Meaning more of a deadspot in the steering or a hunting feeling while driving down the road. A vibration would normally indicate a wheel out of balance or a twisted/broken cord in the tire. If you can, have your tires balanced on a road force balancer. They are much better at bringing out defects in the construction of the tire.
Something you can do yourself in the meantime is to rotate your tires. Pull the front tires straight back and rear straight front. See if the vibration goes to the rear.
