When you shift into 4x4, what happens? Do you hear it actually engaging?
And by a "cow hood" do you mean "cowl hood"? If so Just look around, there are a few people on here with them.
As for the lift, are you looking for a body lift, or suspension lift?

you don't mention if your truck is manual engagement or electronic?
if it's manual, make sure the linkage is connected under the truck (between the shift lever and the transfer case). also, check that the vacuum diaphragm to engage the front diff is working (it's located under the battery tray). check it for the proper vacuum, if the cable is "pulling" the engagement in the diff far enough, and the hose for the vacuum feed of the diaphragm.
if it's electronic, it could be the switch in the dash, or the shift servo on the side of the transfer case, which can be quite expensive, so don't just by this if you think it might be the problem-be absolutely sure first (check for any shorts if you think this could be the problem).

That really depends on what you're looking for. Body lifts tend to be cheaper and easier (less parts involved), but you can only go a max of 3". A suspension lift will give you another 6" on top of that, but they can be pretty expensive and involved as far as parts go.
If you're just looking for clearance or room to put bigger tires on, go with a body lift.
Generally (from what I've seen) people start with a body lift, and then go into the suspension lifts after.

you know, you'll find a bigger selection of tires (with a little more sidewall) if you go with 20's instead of 22's. plus they're alot cheaper too.
