Someone mentioned that before, when the gas tank is at 1/4 full, when I put it in reverse it drops to empty, light comes on, soon as I put it in drive or park it goes back to 1/4 tank, light goes off.

Found out some more info. We don't have spark to the plugs or the coil. I also took a video.
Do I need a new ECM or does it need to be programmed? How do you program the ECM? Ever since replacing all these parts, the problem of starting got worse and worse, now it doesn't even start. The engine turns but that's it.
I read this, does AutoZone program the ECM?
Vehicle Control Module -- Remanufactured; Vehicle specific Flash programming req'd ON or OFF the vehicle.Accurate VIN and mileage are req'd. Additional vehicle specific on-car programming must be performed AFTER installation to prevent drivability and starting issues.; with OE # 16263494
I found this but I don't have the light on in the dash so I assume it doesn't pertain to my situation:
The manual passlock programming sequence takes at least 30 minutes to complete. Here is the procedure:
Turn ON the ignition, with the engine OFF.
Attempt to start the engine, then release the key to ON (vehicle will not start).
Observe the SECURITY indicator on the dash, after approximately 10 minutes the telltale will turn OFF.
Turn OFF the ignition, and wait 5 seconds .
Repeat this sequence two more times for a total of 3 cycles/30 minutes (the vehicle is now ready to relearn the PASSLOCK(TM) Sensor Data Code and/or passwords on the nexton switch transition from OFF to CRANK. You must turn the ignition OFF before attempting to start the vehicle.
Start the engine (the vehicle has now learned the PASSLOCK(TM) Sensor Data Code and/or password).

I believe 99's do have a passlock, you can try this.
Let the vehicle sit for more than 10 minutes with the key off. 3. Attempt to start the engine, leave the key in the run position monitoring the security system indicator. 4. After 10 minutes, the security indicator will change state (turns off). 5. Turn the key off and wait 10 seconds. 6. Attempt to start the engine. If the engine stalls, wait another 10 minutes with the key on. 7. After the second 10 minute timer has expired, turn the key off for 10 seconds. 8. Attempt to start the engine. If the engine stalls, wait another 10 minutes with the key on. 9. After the 3rd 10 minute timer has expired, shut the key off for 10 seconds. 10. The security system will relearn on the 4th starting attempt and the engine should start and run.
That was from one of those pay for an answer sites, guess the guy got his going cause he paid?
Don't assume you don't have the passlock system because there's no light. I once thought I had no codes, till I plugged in the scanner, burned out bulbs and ignorance can be bliss.

Update: After retesting the fuses, ECM 1 was blown, we replaced it and now it starts up, but not all the time. We are back at square one. Last night we tested both fuel pumps, the original works, it starts up every single time. We then put the new one on, turn the key and nothing, turn the key off and you hear the pump. Then after a few times you turn the key on and you hear the pump and then try truck starts. But when you go to restart it doesn't start. We also found out the ground that connects to the frame and the neck on the gas tank was broke. It was very brittle, you bend it a little and it snaps. We then grinded a new smooth moths on the frame and made a new ground. Today I purchased a new delco pump. Should be here no later than Sat.
