95 gmc jimmy EGR wont work

Default 95 gmc jimmy EGR wont work
Ive changed my egr with 4 new ones and same thing with each. After she gets good and warm the egr seems to stay open. Ive been driving it with the egr disconnected but i really wanna fix it. I also get a slightly rough idle. Ive done plugs and wires cap and rotor. I dont know where else to start

Why did you have to replace the EGR valve 4 times?
