Can someone decode this Block cast number
or point me to a site that I can get info on it.

Check post 50 of your main thread. All you're going to get out of that casting number is that the block is a 90M. This is the late metric block which is common to both 1999 and 2001 (and other years as well).

The one that will truly identify year will be a stamped serial number on the rear of the block as described in post 50.
