Blower motor does not work

I have a 1999 Blazer and the blower does not come on. I can select any speed and the motor does not push any heat. Not sure if it is the motor or the resister. Any easy ways to check before I go cutting the blower motor cover off. And did I say it is cold up here.

Every once in a blue moon it will come on. It has not worked for a couple weeks and I started it this morning and it worked. I came out of work and started it and it did not come on at all. Could it be bad brushes on the blower motor.

If the resistor is bad the motor should run on high speed only.
