the window will only roll down about 1/4 down on its own power and then makes a electrical buzz type sound. I can force it down with my hand but, need to pull it up while using the switch. any ideas? was told its the relay by a window shop.

advice please?

There is no relay for the window to stop. Sounds like something is binding up and the motor cannot pull it down more.
