What year? When running the fuel pressure and leakdown test its key on engine off. Key on should be around 55 psi and shouldn't leak down. If I'm reading it right, it doesn't sound like a fuel problem. Could be bad distributor cap and rotor or ignition coil. But post back the key on, engine off numbers and how much leak down there is.

How much drop is there in the first 10 minutes? While you have the upper off, look at the passenger side of it. Is it really clean and can you see signs of washing? If you have a leaking regulator or injector then the passenger side will look really clean. It should be kind of dirty looking and kind of copper in color.
