The Freaking Headliner

WTF, When did GM glue the head liner to the roof of the truck. I got a 2000 s-10 blazer 4dr. I wanted to remove the luggage rack a weld up the holes. I this a factory, dealer, or jo option, Any help would be greatful, Guy.

It's not glued to the roof, but to a header board like every vehicle I've ever owned is attached.
