OBD 2 ports stopped working

Default OBD 2 ports stopped working

I have a 2000 blazer 4 door 4WD. I use a wireless bluetooth device that communicates with torque on my android headunit. The other day it stopped communicating. I noticed that none of the lights on the adapter were working. I though maybe my adapter went dead, so I put it in my wife's forester and it works fine. So my issue seems to be something with my OBD2 port. Is there a common issue that I should look at ? Or is there a wiring diagram that i can look at to test for power with the voltmeter? Any help is appreciated.

I looked on YouTube and almost immediately found my issue. The video I found was almost dead on. His is a '99 Sierra, but same issue. The fuse for the '00 blazer is on the inside fuse box and not under the hood. Here is the culprit

What I find odd, is that my cigarette lighters never stopped working. The light on my phone charger never wen't off.
