Default OBD plug missing ?

I have a service light on so wanted to check codes (Gotta new code reader) I've searched and searched but no receiver plug. Could it have been removed ? or moved ? Its a 2004 LS 2 door 4x4 and started life as a Fire command truck on a USAF air base so has had some wiring mods in and around the dash, all equipment removed by the previous owner before I got it. I have thoroughly searched all the recommended places again and again, Pulling my hair out now, any input would be much appreciated.

The OBD plug is mounted to the lower dash panel. If someone removed that panel and forgot to install the plug before they replaced the panel it would be dangling loose in there. Remove the lower dash and look between the steering column and the parking brake. Since the screws that held it are probably missing, they are the same as the ones that hold the lower dash.

In the last pic there is a bundle of wires (orange, purple, black, and black with white stripe) going to the lower dash. That's the obd port.
