Default passenger side brakes

This weekend i was flushing out my radiator when i noticed a black electrical wire was broke....the wire runs from the passenger sidebrakes and connects to a wire harness near the battery. My instument panel hasent worked for a few weeks (thats another thread though)But when it did work all the lights blinked. i didnoticed the ABSlight was on all the time. I am having a slight problem with the brakes pulling me to passenger side. Nothing too major. Anyways i think this is just a ground wire, but not sure... can anyone tell me what this is..
