Default Reservoir not draining, what am I doing wrong?

The reservoir for the radiator isn't draining when I drain the system. I can not use the plug as it is broken, so I've been using the radiator hose. I have been using the part of the lower hose connected to the radiator and am wondering if I should use the part connected to the block instead. The way I am doing it now is with the cap on, engine running and hose disconnected. The fluid stays put in the reservoir. I have also tried with the engine off and the cap off.

What should I do differently?

what you could do and this is out there a little bit is:

connect a shop vac (in reverse )to the upper hose and use that to blow the rad out the lower hose opening...my first thought. short of pulling the rad i dont know.

are we talking radiator.. or resevoir? if its the resevoir, just remove it and dump it... if it's the radiator it's more then likely clogged and you can try flushing with a garden hose, but may not help.
