Default Strong fuel odor when tank almost empty.

When my gas gets low enough to trigger the low fuel light, I start smelling gas in the cab and it is quite strong. This is the only time it happens. I still have an ongoing issue with not being able to pump gas without the nozzle constantly shutting off. Previous owner had a blowout on rear driver side and messed up the wheel well and broke off part of the bumper. I checked all the charcoal canister hoses and they are intact but not sure how to diagnose the canister itself. You guys have any ideas?

Would a bad vapor/charcoal canister cause this?

I just had some experience with my '98 Jimmy. The first thing I would check is the vent solenoid above the spare tire. After that, I would check the vacuum lines going from the vents on top of the tank to the canister. After that, check the purge line going from the intake manifold on top of the engine back to the charcoal canister.
