Default Tightening Exhaust Flanges at Y Pipe From Manifold

Both sides of my exhaust flanges are really loose (I can shake them with minimum effort). I want to tighten them down but the spring bolts on the drivers are pretty rusted. The passenger side looks as if the studs were welded to the manifold end and bolted down with a nut only the nuts arent there. Obviously I need nuts to tighten the passenger side...but with the spring bolts on the drivers side, how do I tighten them ? They are rusted so I dont want to break the stud. I have PB Blaster. Is there a special technique to tighten these down without breaking the stud ?? And what size wrenches will I need ? Oh, the truck is a '95 Jimmy 4x4 4.3 L CPI Vortec VIN W
