In the underhood fuse panel: Ignition in the run position, engine off, using a test light or volt meter, check both terminals on the top of the 25amp B/U lamp fuse #25, and the 10amp BTSI fuse. All 4 terminals must show battery voltage. Post your results.

Just to make sure: with the ignition in the run position, there is no voltage on either terminal of either fuse? (don't remove the fuse to check it with a test light or volt meter.)

We checked the voltage again with the key switch in the run position and the fuses in place. Neither fuse had voltage. We checked a few other fuses and they did not have voltage either.
The battery has 12.5 volts.

With this new information, it may turn out to be an easy fix Ignition in the run position. In the under hood fuse panel, test all of the fuses at the terminals on the fuse, (don't remove the fuses to test them). On the underside of the fuse panel cover, it tells what circuit each fuse goes to: Post each fuse, (circuit) that does not show battery voltage.

The "larger grey things" are relays, we're not concerned with them at this point.
Do the headlights, and courtesy lights work?
Do the warning lights on the dash come on when you turn the ignition to the run position?
