The A/C liquid line at the bottom of the evaporator should be hot. The outlet fitting at the top of the evaporator, the entire accumulator, and the line going back to the compressor, should all be cold. At 1500 engine RPM, what are the pressures at the high and low side service ports? The clutch should be cycling. Low side should cycle between 22psi and 42psi. High side pressure will vary depending on ambient temperature, humidity, and sun load. "Ball park" is 120psi to ~250psi.

Low side pressure must be at least 42psi before the clutch will engage. When the clutch engages, low side pressure will drop. When it reaches ~22psi the clutch will disengage, pressure will rise, and the cycle repeats. Sounds like you're low on refrigerant. Drain and evacuate the system for at least 1 hour, then recharge with the proper amount of refrigerant.

I agree. Diagnosing and repairing A/C requires a substantial amount of money for the (necessary) proper tools.
