So a pair of shackles 2" longer than stock only equal 1" of rear lift.

I didn't measure the shackles before hand but they gave me almost exactly 2" of lift (meaning they were 4" longer than stock). You really don't need to bother with the exact measurements though unless you plan on making them yourself. If you see something listed as a "2 inch lift shackle", generally they mean it will give 2" of lift.
To answer your other question though, I did have to trim my front fenders.

If it's advertised as a 2" lift shackle, you'll get 2" of lift. If the shackle itself is only 2" longer than stock, you get 1" is the way I'm understanding it. Basically. the 2 inch lift shackles are 4 inches longer than stock.

Yup, you have to make sure about the distance longer than stock. 2" longer = 1" lift because it's only moving half the leaf spring.
