What exactly is this and if its just a book telling you how you can find them so cheap why are they going for over $100?

Is it a scam or is it worth it to buy and then resell to people?

Does anyone know?

not really. you are buying the unit above cost and trying to sell it to make a profit. Check out Pyramid Schemes. People usually lose their A## on them.
