I still think it is a shifter adjustment. The way you adjust the shifter is to back off on the adjustment all the way (or unlock it depending on what type of linkage/cable you have). Manually put the transmission into park. Then tighten up the adjustment nuts onto that position (or lock the adjustment if it's a cable with plastic adjustment piece at the mount on the trans). Then operate the shifter through all of its locations to verify that it goes in properly.
If yours is old enough to have a linkage, I have seen a number of linkages get twisted over time causing them to not have the proper range for full operation of the transmission. If that is the case, you'll have to take things apart and bend the arms back or get a replacement from a junkyard.
