98 blazer fuel gauge bad?

Default 98 blazer fuel gauge bad?
The fuel gauge is pointing about 180 degrees from 3/8 full, key on or off. managed to get the sender plug disconnected, needle didn't move, grounded purple wire, needle didn't move.

Would this be a bad gauge in the instrument panel, or computer problem or what?

IMO bad gauge or pointer came loose...
