The needle is all the way to the left with one connected to bat ground and holding the other in the air. And if I connect the one in the air to a chassis ground then the needle spikes all the way to the right
With the probes not connected to anything you adjust the black plastic screw at the bottom of the meter to read infinity or oo on the left side as I show on mine below. If the meter starts on infinity and moves to 2K like your first picture when you connect between battery ground and the wht/blk wire with both connectors unplugged then you do have a wiring problem.
The first place to look is the ICM connector to make sure that it is not damaged and there is no connection between the wht/blk and blk/wht wires. Then measure the resistance between those two wires with the meter on resistance and 1x and both connectors unplugged. If you get the same result then those two wires are partially shorted together. If not then the wht/blk wire is partially shorted to frame ground or another ground wire somewhere in that harness run between those two connectors. Look for chaffing, breaks, corrosion, etc because there may be other problems with other wires.
