Default Engine turns over does not crank

It's a 99 blazer 4.3 auto. The head was replaced and after I got it put back together the car won't start. It turns over and it sounds like its a fuel related issue. It gets 60 psi to the Schraeter valve with key on. And also the ignition won't crank the motor. I replaced the icm already and still nothing and the new icm went bad when I put it on. Where would I start looking to find the reason why it went out an would it be related to the ignition not wanting to crank the engine ?

That was my first thought. It turns everything on but it's like the contact points just wore out and it's not sending any power to the starter. Regardless of the switch being bad it has a fuel pressure problem that needs to be fixed. I've never had a engine lose fuel pressure after taking off the intake and especially when it was running just fine before the head was replaced

Check all your wiring to the starter and battery.Make sure everything has a good connection or none of them are broken.
