Default Engine Will Not Turn Over

Battery is good and fully charged.
Connections are Clean and tightened
All Lights and radio work
Lights do not dim when key is turned like it does when connection is bad
No sound, no clicking or anything

Would this be the starter? Never had a problem with starter previously. Has never dragged or anything.
Or is there any type of module associated with this?

Any ideas?

The red wire at the starter must show battery voltage at all times.
The purple wire at the starter solenoid must show battery voltage with the ignition in the START position.

Voltage Drop Testing is 100% accurate. Check positive and negative sides of the circuits.
