Default Front Transfercase ?

So my 2000 blazers 4x4 stoped working so i started checking it out and what i found is that the vacume actuator is not strong enough to pull the pin in to make it lock in. I pulled it in with chanel locks nut it was very hard to do. I replaced the actuator and actuator cable just to make sure it wasen't them. So do i have to change out my transfercase? Or can u fix the transfercase? Thanks for any help.

there is a switch on top of the transfercase that transfers the vacuum to that actuator that makes it work. so either that switch is bad or or a line is leaking

Are you talking about the transfer case or do you mean the front differential? To me it kinda sounds like you are talking about the front diff but i could be wrong.
