Idle problem

Default Idle problem

Since I put the motor/wiring/trans/etc from my 97 into my 95 it has idled strange. When you start it there is no prob. but after you drive it and put it in neutral the engine will idle up to 2k then slowly drop, then raise to 1800, then drop, then raise to 1600, then drop(takes about 1min before it settles on 1k).
I have spraid every vacuum line and the intake with carb cleaner trying to find a leak but nothing.

Sounds like the idle air control (IAC) needs cleaning or replacing.

I cleaned it about a month ago. Shouldnt it send a code for the iac?

Readjust the TPS (Throttle Positioning Sensor).

how do you readjust the tps? I thought they werent adjustable.
It idles down after a minute, and the tps has full sweep from .5v to 5v(I tested it with a scanner), so wouldnt that say the tps is working right?
