Have you checked the EGR valve?
Another way to rule out vacuum leaks is to block off all vacuum ports on the intake. If the high idle continues, then the vacuum driven accessories are not at fault.

Nothing besides parts you have already thrown on.

Ok, Hooked up to TECH 2, Air intake temp sensor was reading -40F checked voltage and found that 1 of the wires was broken inside the insulation so replaced the plug (connector) next morning it high idel again while high ideling hooked up to TECH 2. TPS was reading 6% open and the voltage was off.63 i think, I had recently replaced the TPS while trouble shooting another problem. Anyway put the old one back on and the voltage seemed a little better .55 so I will try this out and see if it cures it. Will probably try a new another New TPS I notice the shifting from 1st to 2nd is a little rough it was much smoother with the other TPS.
