Default Pushrod

98 Chevy Blazer LS: two pushrods are tight with no back and turn forth; when tightening down the rocker arm the pushrod move down a little into its lifter set, then the rocker arm start moving down pushing valve spring down. The torque for the rocker arm is 20 lbs. Whats going on here

The lifter is up on the profile of the cam. Nothing to worry too much about, but I would rotate the engine over until the lifters are on the came base circle (shortest part of the cam lobe) to do the final torque on the rockers.
