Default Rocker arm nuts...

I'm finally trying to finish up this nightmare rebuild and I just have a question about the rocker arms on a 1999 two-door two wheel drive Blazer with 4.3 vortec. When tightening down the nuts on the rocker arms do we just tighten the nuts down to the torque spec which is 20 ft lb? And go about our business we don't have to turn the motor to TDC and do individual valve rocker arm tightenings from what I am reading it's just showing tighten it to the torque spec and be done with it is this correct any information will help thank you

You'll probably get conflicting answers, but it will work fine to just torque them all down at the same time. Just turn them down somewhat slowly (not with an impact wrench) to allow the lifters to collapse a bit, just in case some of the valve heads are close to the pistons (which isn't very likely, anyway).
