Well I took my Blazer back to the window shop so they could put the window back in. I bought a brand new bottom track, window sweeps (or seal, whatever you want to call it), and the rollers' (roller and rivet) that the regulator arms attach to. Everything is working pretty good, but I had to take the inner window sweep off for now b/c it makes the window go up very slow. Got the truck back after work last night and haven't had time to fool with it yet. I don't know if it's where the guys at the shop messed with it so much that the battery got weak or what. I'll have to get back to ya after I have some time to mess with it. Anyone ever had this problem? Thought I should add that I don't care about the inner sweep as much as the outer. I feel like the outer will keep at least some water from seeping down into the mechanics of the tailgate. I don't really see the purpose of the inner sweep unless its to keep the window from banging into the tailgate?

Did you clean/degrease the regulator, then regrease it? If not, the old, dried grease could be gumming up the works. Also, if the spring is weak, it could cause the window to go up slow. The spring is supposed to be strong enough to almost push the window up with little torque from the window motor itself and then the motor pulls the window down against the spring. It is a delicate balance, but if the spring gets weak with age, the motor can have a difficult time overcoming gravity plus whatever other resistance it gets from the regulator, rollers on the window, window against the channels and felts, etc.
