Stalling Problem
#11
I was not talking about restrictions, just that it may take some time to get all of the air out of the fuel lines. Blowing through them only returned you to square one.

i dont know if this is important, but after it stalls out there is usually about 1/8 of an inch of fuel that i can see just sitting in the carb
#13
How can you see fuel in the carb?
#14
when i take the air filter off
#15
if there is fuel left in the carb after it stalls does that mean its flooded?
#16
Where is the fuel? On top of the throttle blades? Down inside the intake (you would have to open the throttle blades to see into the intake?
If it is either of these, then your problem is likely a stuck float which is not shutting down the flow of fuel into the fuel bowl on the carb.

it looks like its on top of the throttle blades

That is odd...
Do you know what model carb is on it? Can you take some pictures of the carb?
To be running fine and then not after you ran out of fuel just does not make any sense.
If you can take some pictures that might help identify the carb as well as some pictures showing your concerns about this "1/8 inch of fuel", that would help us out greatly.
