Cool Black Insulation bits blowing out of vents

I have a 1999 S-10 Blaze that for the past several years has had bits of black tar looking bits blowing out of the vents, in both winter and summer. Does anyone know what this is and/or if it can be fixed?

Most likely they are pieces of the foam that helps seal the doors when you close a vent. Not sure if there are replacement pieces but you can access them by taking your dash bezel off.
