Default Changing front license plate frame

My 97 Blazer has a broken front license plate frame but I can't figure out how to get it off! Do I have to take off the bumper?

a lot of areas don't require a front tag

Rexazz2, we do live in a state that requires a front plate. We did have it in the front window, but a State Patrol pulled my husband over and told him it had to be on the front bumper so they can "easily see" it.

But I figured it out, sort of. I broke off the old tabs for the license plate frame and then attached the plate to the bumper using self-tapping screws. I hope it holds!

often there are square plastic plugs going into the steel and the screw turns into it
the plastic plug is ****** to hook onto the hole in the steel

A parts place like Napa should have the plastic plugs and screws
