Well to pass inspection I had to have the main brake line running from front to rear and the line crossing the axle changed. I also had to have the rear rotors changed to napa premiums. My total was ~420 was this a good price or was I ripped. It was 3hrs labor due to air in the lines.

Sounds like you were ripped. The rotors aren't exactly cheap, but brake line is, especially if they replace pretty much everything. The only way it would be quite costly is if they used GM pre-bent lines which I HIGHLY doubt.

In the end, if you are happy with the work and the results, who cares how much you paid.

Rotors were 52 each at napa list, 45 in lines, and 3 hours of labor.

$45 in lines is HIGH... 3hrs seems a bit on the high side as well.

I think it was 3 hours due to the air that was in the ABS unit. They really worked on it for like 5 hours, but didnt charge that.

It's hard to tell with any repair shop. I needed new ball joints and one place was gonna charge $1250 but I shopped around and found a place to do it for $850. Cheapest place in my town. Only advice I'd have is to shop around before getting work done to your vehicle. But if you don't have the choice then you're kinda S.O.L. I have never had a vehicle inspection so I don't know what kind of time you have to get your work done.
