Guys i went out today and looked at it. Its a no-go 
The car was originally a 396 SS. But the man said before he got it the kid kept wrecking it (whole front end in aftermarket,so again,now lost original parts). His did removed the 396 and dropped in the 283,which apparently smokes according to him as he was talking about it needing valve seals and it smoking up the garage (sounds like rings to me!). It also had its trans replaced with a used 350 out of a camaro.
One more bad thing to top it off. He cant find the title.
So :

thats a shame. i would still offer a few hundred if the frame was straight and the parts were correct year even of not original. The car itself can have potential. Glad you did not trade straight up though
Wonder who all would be insulted if I said a kid under 21 should never be allowed behind the wheel of a classic musclecar?

If the vin translates to SS396 it's still a cut above ordinary. Those were instant legends.
IT was no Thunderbolt but lusted after, nonetheless:

But like I suggested earlier would look cool setting on 4x4 running gear. Not an original concept but a great project.
