My 95 blazer has the OBDII plug in module but OBDI technology (or so I've been told) wondering if I got an OBDII to USB adapter wiring harness if I could read the OBDI codes. Any suggestions about hardware/software for this?

I dont think obd2 software can read obd 1 codes .Dont quote me on it

Some late '95s have full OBD II compliance, like mine. Where is your computer located? Passenger inner fender on the radiator surge tank is OBD II. Under passenger side dash is OBD I. With the latter computer location and an OBD II port, is commonly called "OBD 1.5" (at least around here)

I believe you can purchase scanners to read the OBD 1.5 setup, however, they are much more expensive than an OBD II scanner.
