I agree with everyone on here I would install a hitch. but if your stuck using your bumper shouldnt hurt anything.

If I want to use the bumper hole on my 2000 balzer for hooking up a small utility trailer, do I have to drill through the black cover or should that be removed first?

You should remove the plastic so the ball is mounted directly to steel.

Yeah wow Diaita your not kidding. Lol. I use a hitch for the front for my winch and as my recovery point and my rear hitch the same along with all my towing I do. Wouldn't have it any other way
