Please do not type in CAPS! It is considered as yelling and is rude. Also, alittle bit of punctuation wouldn't hurt either...

Now to answer your questions... The snorkel will have to be custom and shouldn't be any more difficult than running the pipe and building a sealed filter box, and some more pipe out to fresh, high air.

The filter relocation, well, you can just use kits available from MANY aftermarket suppliers. Are you worried about getting water in your filter or knocking the filter off? You don't have to be concerned with getting water into the oil filter even if it were fully submerged. I can under stand if you are worried about knocking the filter off, but if you are worried about that, I'd rather build a custom skit plate for under it than relocate it. But you know what you can and can not do so that's your call.

If your looking into a snorkle, you must do some decent wheeling, and if so, then you should seriously consider moving the fender mounted oil filter. In my '00 the oil filter is located under the radiator support, protected by the bumper, frame rails, and splash guard. Or at least put an exo cage on to protect it. Soemthing to get the oil fileter out of such a bad place.

Like the pic above, most use pvc pipe from the local home improvement center. I am not aware of a aftermarket kit. I highly recommend you add a catch can for any water that does manage to get into the snorkle, otherwise it will end up in the engine. Kind of would defeat the purpose then wouldn't it.
